Photograph signed: "Charles F. Brannan" in black ink, b/w, 6¼x9½. From the private collection of Ralph Errington Ward (1926-2009). Charles F. Brannan (1903-1992) was Secretary of Agriculture under President Truman, 1945-1953. In 1953, he proposed the Brannan Plan, which would have guaranteed farmers a minimum income while allowing the free market to determine the price of agricultural commodities. (The proposal died in a Republican-controlled Congress.) Brannan was general counsel to the National Farmers Union (1953-1990). He was the last surviving member of Truman's Cabinet. From the private collection of Ralph Errington Ward (1926-2009). Ward, a fighter pilot and squadron commander in the China-Burma-India Theater of World War II, went on to become President and CEO of Chesebrough-Ponds, Inc., transforming the cosmetics firm into a major home product conglomerate.
