UNIQUE AMAZING HISTORICAL TSAR NICHOLAS II A.L.S, 1908.
Comprising a very rare and historically interesting hand written and signed letter from Tsar Nicholas II (1868-1918) to the Minister of Finace, Vladimir Nikolaevich Kokovtsov (1853-1943).Written on folded four page stationary with color embossed coat of arms of the Russian Empire.It reads: “Tsarskoe Selo March 8, 1908. Vladimir Nikolaevich, Valuing you as one of those people faithful to duty and to me and as the most senior of ministers and knowing in what difficult position you and your family find yourselves, I ask you to accept the sum of 100,000 rubles.But I will send you half, i.e. 50 thou., with this packet, so that any scandal may be avoided.I will send you the other half next week. May this material support in the current difficult time serve you as a source of inner traquility. I am sure it will give you as great a supply of moral strength as you must have in your difficult and responsible post. I have commanded that this money be taken from the R.K. bank because I can bear without regret the fact that they may say that the minister of finance has received a large sum from the government treasury. I think you will agree with me on this. With sincere respect, Nikolai” Signed with a flourish and the entire letter and text very clear and in very good condition. Acomppanied by the original envelope with pre-printed address to MINISTER OF FINANCE and retaining the Imperial red wax seal. The stationary measuring 6.25 inches x 4.8 inches (15.8 x 12.5cm) And when open (unfolded) 6.25 x 9.75 inches (15.8 x 24.8cm). The envelope 5.4 x 6.75 inches (13 x 17.5cm). The offered letter would suggest that the money sent to Kokovtsov from the Tsar (equvilant at that time to $50,000 U.S or about $1.7 million U.S. dollars today) was for personal use. However, what is known is that in 1908, Finance Minister Kokovtsov did ask Nicholas II for money but not for personal purposes, but because of the critical state budget situation. Following the 1905-1907 Revolution and the Russo-Japanese War, the treasury was depleted, and Stolypin's agrarian reform required enormous investments, leading to a sharp increase in expenditures and a deficit.It would seem that the main reasons that forced Kokovtsov to ask for funds were: Consequences of the crisis: The need to cover the costs of eliminating the consequences of the revolution and restoring the economy. Stolypin's reforms: Pyotr Stolypin's active agrarian reform required immediate government injections, which contradicted Kokovtsov's austerity policy. "Dark Money": The State Duma discussed the uncontrolled allocation of funds for government needs, which Stolypin encouraged, while Kokovtsov tried to limit by demanding the emperor's sanction for the expenditures. Kokovtsov sought to balance the budget, but constant pressure from the government for investment forced him to continually seek additional sources of funding through the monarch. A rare and interesting letter which gives insight to the respect the Tsar had for Kokovtsov and certainly worth more research.
